In May 2018, the "E-Bike Safety Technical Specification" (GB 17761-2018) was released and officially implemented on April 15, 2019. Compared with the old national standard, the newly released "E-Bike Safety Technical Specification" (GB 17761-2018), the main technical requirements of electric bicycles were re-regulated, which has had a profound impact on my country's electric bicycle industry.
The "New National Standard" adjusts the technical requirements of some inspection items on the basis of the "Old National Standard", and at the same time adds some inspection items, such as increasing the technical requirements for prompt sound, vehicle size, tamper resistance, etc.; and "New National Standard" No longer distinguishing "rejected items, important items and general items", but stipulated that all inspection items meet the requirements, the inspection conclusion is qualified.At the same time, the "New National Standard" is still a mandatory national standard, so overall, the "New National Standard" is more stringent than the "Old National Standard."
Market supply and demand-demand growth and output rebound
The electric bicycle industry has no obvious periodic characteristics. According to the "China Electric Bicycle Quality and Safety White Paper" issued by the National Bicycle and Electric Bicycle Quality Supervision and Inspection Center on March 15, 2017 and the China Bicycle Association, as of the end of 2018, China's social ownership of electric bicycles has exceeded 250 million. From the perspective of the main business income of enterprises above designated size, the overall income from the main business of electric bicycle enterprises above designated size has shown an upward trend from 2012 to 2019, reaching 128.69 billion yuan in 2019. The overall industry demand has grown strongly.
Export situation-international trade policy barriers are thickened and exports are falling
International market demand is also one of the driving forces for the development of China's electric bicycle industry. While many electric bicycle brands in China are striving to develop the domestic market, they are also actively exploring foreign markets. From 2012 to 2018, China's export of electric bicycles has increased year by year. In 2019, the U.S. Section 301 and the EU's anti-dumping policy (levying anti-dumping duties on electric bicycles exported from China) affected China's export of bicycles, especially electric assisted bicycles. As a result, only 1.453 million electric bicycles were exported, a decrease of 22.6% year-on-year; the export value was US$603 million, a year-on-year decrease of 24.1%.
